Most agencies pitch Pennsylvania as Philadelphia, Pittsburgh and a long drive in between. The state your customers live in looks nothing like that: 2,560 municipalities, made up of 56 cities, 956 boroughs, 1,547 townships and one town (Pennsylvania Local Government Commission), a system a Brookings paper called the most fragmented in the country. Any Pennsylvania SEO company that ignores that map is guessing.
Why does it matter for search? Your mailing address comes from the post office, not your municipality. A shop in Upper Southampton Township can carry a Huntingdon Valley address; a dentist in Ferguson Township tells every patient she's in State College. South Fayette Township, outside Pittsburgh, split across eight ZIP codes and post office names, passed a law in 2018 requiring businesses inside its borders to identify as South Fayette.
Google reads all of it. Your Business Profile, your citations, your website and the map data each say something about where you are. When they disagree, Google hedges, and a competitor with cleaner signals takes the map pack spot.
And plenty of businesses are fighting over small radiuses: about 1.2 million small businesses, 99.6% of all firms in the state (SBA Office of Advocacy). Winning your radius takes more than a city name in a title tag. It takes local search optimization built around the names customers type, backed by matching data everywhere Google looks.
